Guard dogs at the park

Interesting email exchange:
From Mayor Art Ward
To: Edward Krawiecki, city attorney
Cc: Park Director Ed Swicklas, city Councilor David Mills

Subject: Guard Dog
Ed, the potential of acquiring a guard dog for securing the perimeter of the an area such as the inside of the Page Park swimming pool was raised at last evening's Park Board meeting; would appreciate it if you could review/provide details as to any possibilities and/or any problems which might be associated with the idea.

Mayor Ward

From Mayor Art Ward
To Park Director Ed Swicklas

Ed, please forward to members of the Park Board so that they are aware of the action to address the issue.
Thank you,
Mayor Ward

From: Lori DeFillippi, park commissioner
To: Park Director Ed Swicklas

Ed,

I am happy the Mayor is at least exploring the idea of enclosed guard dogs- after cutting me off during "discussions" on this matter, as the Mayor so rudely did at last nights Park Boad meeting. As Commissioners, we volunteer our time and commitment to the welfare of our City, as such, our time and comments should be fully respected. I felt the Mayor dismissed my discussion on this topic by moving ahead without allowing me to finish. I am not sure if this is the norm for the Mayor at board meetings when he feels its warranted. I afford the Mayor his time, his opinions, and his discussions during the Park Board meetings and  I feel he should afford the same to me, and all the Park Board Commissioners.

Not news worthy Steve

Newsworthy is one word. And if you really think talk of putting a guard dog at Rockwell Park isn't newsworthy, it's a good thing I'm the reporter and you're not.

Anonymous said...

With all due respect but Lori is out of her mind. Putting a guard dog at Rockwell? Are you kidding me? I can see the lawsuits now.

10:43 is nuts. Of course this is newsworthy!

Why is Ward anti-woman?

Does he still see Zoppo behind every woman?

Judging from the public comments she makes, I think the answer is YES.

okay, so it is not a great idea, once you think it through... but still, members of our local boards and commissions are entitled to respect from members of this administration. they should be treated as the valuable community volunteers that they are. if we are rude to people like Ms. Defilippi, then we discourage worthy citizens from stepping up to serve the city. art should be wary of such a chilling effect. that being said, art is art. although we can wish for better conduct from him, we are likely to be disappointed. stick with it, lori!

You said it, "once you think it through". The problem is Ms. DeFillippi doesn't think too much or too well, one or the other.

So put it in the paper why dont you

Lori should stop crying.

But Ward is still afraid of her!

Maybe if you attend the park board meeting, naysayers - you would understand the use of guard dogs. They would be in the enclosed areas, pools for instance - not just running around free. You people are just to immature to see the vandalism in this town and something needs to be done about it. I am all for guard dogs. Other towns use them. As for the anonymous posters on defilipi - you don't know her well, becuase is you did, you wouldn't be saying the stupid things about her. Ward is typical Ward, don't blame others for his lack of respect.

Ward is afraid of defillippi too. He is afraid of all women smarter then he.

Lori has done many good things for Bristol, its Veterans, the School System, the Parks.

She doesn't deserve to be treated like this.

Shame on you Art!!

I have to agree with those for it. Enough is enough, time to get tough with these teenagers. Liability? We have a free for all skate park - if that is not a liability I don't know what is. The city is being sued all the time, and for stupid matters. This is one idea that makes some sense.

Golf courses use dogs to chase away geese, why not guard dogs to chase away potential vandals?

To 6:56 PM~You're Dreaming and She Wishes~When She See's The Mayor...She RUNS...SHE NEEDS TO GET A GRIP and ACCEPT THAT SHE LOST...JUST LOOK AT THE PUSS ON HER FACE(Everyday)...IT HASN'T CHANGED and Has Probably Gotten Worse Since Art Ward Became...MAYOR!!!
She Should Be Making A Difference in Bristol Instead of Being...INDIFFERENT! Many, Many People See Through Her, It's Too Bad You Don't...Unless You're Her!

I Think Cameras and Guard Dogs Are A Great Idea...Bite Em and Catch It On Camera...Apparently These Kids/Adults Doing The Vandalism Need A Lesson..."They'll Never Forget"! I can't Wait To see Their A---S Hauled Off To Jail!

Anonymous said...

How are guard dogs going to stop vandalism?

If they are enclosed, they can't chase the vandals away.

If they aren't enclosed, what will stop them from chasing people that aren't vandals?

Barking will cause the neighbors headaches and the police won't have "barking alert lights" flashing in their cruisers to get to the park in time to catch the vandals.

And what will stop idiots from trying to poison the dogs? Who will be guarding the guard dogs?

It's a waste of money, time and an abuse of animals.

Most homeowners find that large dogs either hike their insurance rates or end up getting them dropped by insurance companies. What will be the insurance cost to the City for this?

Now Ward has angered his last friend. He has no one left. Dems better find another candidate for the next election. Ward has alienated everyone with his narcisistic (sp) behavior.

I Thought They Were Also Installing Cameras???...That Would Make Sense and Catch These Hoodlums!

I would be worried about the poor dog. Vandals might stoop to hurting it. Or if the dogs gets out - I can see the City paying thousands in law suits to someone who originally planned harm.
That said - Lori, thank you for thinking up new ideas. You should be able to speak your thoughts and be resptected at any meeting whether you are on the committee or in public comment.

10:09 PM: Please don't fret about the Mayor's friends. He's got plenty. If the thin-skinned Ms. deFlippi is no longer one of them because she thought he was "rude," oh well.

-What war is that? The Bristol Democrats war against Stortz? THe only problem with the statement that she's a war hero is that there was no war when she was in the service.

Anonymous said...

The Democrats are not at war with Stortz.

Only Art "I am the Mayor" Ward is!!!

Ward is the one who tried to grope Defiilippi - don't blame her for Ward's old man fantasies. Shie is no longer friends with him because of that - and Ward is out to get her because she slapped his advances. What was he thinking? Like a a women would want him, an old man with hang ups!

8:15am - are you that clueless to think just because it's not "declared" a war, that our soldiers are not in harms way?
Hostile environments require U.S. protectiong. Intstead of thinking through your A#@, try looking at the whole picture! Many of out troops are sent to hostile environments that are not "declared" war zones by congress, but the images and emotional scares are not diminished - get your head out of your a$@ and see the big picture. You are a real loser not to understand this. I know Lori, and she has been battling PTSD for over 25 years - its not easy, and for you to mock her and poke fun of her is shameful and disgraceful. You and Ward deserve each other. Ward is not the "boy scout" he tries to put forth. Lori has kept quite and moved on, and to classy to call Ward on the carpet. Its to bad Ward can't do the same. but then again, his hands are not attached to his brain.

The court held that the standard of care required of owners and occupiers of land with respect to an individual on their land was determined by the individual's status while on the property, i.e. whether he was an invitee, licensee, or trespasser. The court found that injured party, who was looking for an inexpensive place to park her car, was trespasser on the land belonging to property owner, which was not a parking lot, but instead was a truck garage facility. Thus, the standard of care applicable to injured party was a minimal obligation to refrain from willfully or wantonly injuring or entrapping the person once his presence was known. The court found that property owner's use of a guard dog was not so extreme and outrageous as to be characterized as willful or wanton, and, therefore, a directed verdict was properly entered on the negligence count. Further, because injured party was a trespasser and because she could not recover for negligence, injured party could not recover on her strict liability claim, either.
I didn't read the case, but the summary implies the trespasser lost her negligence and strict liability actions because having a guard dog watching a truck garage was not extreme or outrageous.

It can work however you have as@holes in office who don't want to be held accoutable - so screw the taxpayers. Ward is just to dumb and thinking with the wrong head to see clearly!!!!!!!!!!!!!!!!!!
