Overview of the 2nd District City Council race

With five men are vying for two City Council seats, voters in the 2nd District will have plenty of choices Tuesday.
Among the five is only one incumbent, first-term Democrat Kevin McCauley, a city firefighter who’s looking for the chance to kick the city’s blight fight into higher gear.
The other four contenders include another Democrat, Bruce Lydem; Republicans Ken Cockayne and Joe Geladino; and independent Mark Blaschke. None have held political office before.
Democrats are most worried about Cockayne, fearing he could perhaps knock off McCauley.
Vowing to work across party lines, Cockayne called himself "a taxpaying citizen who got fed up with the partisan politics and getting nothing done here in town.”
The other incumbent in the district, third-term Democrat Ellen Zoppo, is stepping down. She ran unsuccessfully for mayor rather than seeking another stint on the council representing Chippens Hill, the West End and Federal Hill.
McCauley is one of four councilors trying to reclaim their seats this year, angling for a chance to work with a new mayor soon.
Geladino and Blaschke are running in large part as anti-tax crusaders.
Residents are “being zapped” by taxes, Blaschke said, and city government needs a massive shakeup.
"The way the whole thing has been run, it should start over again," Blaschke said.
Geladino said that he worked for the election of some incumbents two years ago, but regrets it.
Calling the current council “dysfunctional,” Geladino said that he’s running mainly “to help the taxpayers.”
Last winter, he got so frustrated at the council that he threw a white towel on the floor at City Hall to declare his surrender. But he opted for another course of action when he jumped into the political fray instead.
Cockayne is more measured in his speech – and much less angry – but he also expresses frustration at the existing system. He said he’d like to see a city manager, a larger council and more businesslike approach to governing.
In a district where a substantial number of older houses have been turned into occasionally shoddy rental property, all of the contenders said they’d like to see a tougher stance taken on bad landlords who don’t keep up their property.
Cockayne said the housing code pushed into law by Zoppo in 2005 "was a great thing," but more is needed, including a tall grass ordinance.
Geladino said codes “should be enforced and fines should be levied.”
McCauley, the co-chair of the panel that did the work, said there’s been improvement because of the code enforcement effort but more can be done.
Lydem called the code changes "long overdue" and praised Zoppo for her leadership and vision. Blaschke said he wants to see stiffer fines and arrests for especially crummy landlords to "make them pay big time.”
Geladino, a contractor, said he once sought to buy the city-owned mall, which is unusual for any candidate. He said he made an offer, but nobody responded to him.
“To get past the smokescreen is impossible in Bristol,” Geladino said.
City councilors serve part-time for about $10,000 annually. There are three council districts in town, each represented by two council members, who can be from the same political party.

Key issues
School plan – McCauley said that “new schools are the way to go” because pumping money into old ones is “too ineffective” and costly. Lydem said, “It’s time to build new schools” and warned that trying to renovate old ones would be too expensive.
Cockayne and Blaschke said that he’d like to see more effort put into renovation instead. Proponents of the $115 million plan are "hurting the kids. They're hurting the taxpayers of this city, and they ought to start over again," Blaschke said.
Geladino said he’s concerned about the spending eyed for the school plan.
City manager – Blaschke said changing to a city a manager “would make more bureaucratic noise” and introduce even more politics into municipal decision-making. Lydem also opposes switching to a managerial form of government.
While McCauley is willing to consider the idea, both Cockayne and Geladino strongly favor the proposal. A manager would bring in "a professional person who could run this city," Geladino said.
Mall – All five candidates said they want to see the downtown site revitalized quickly, though Geladino is willing to explore selling the mall “as is.”

I am so sick of Republicans who complain that "nothing" got done these past two years. Well, we have your leader to thank for that. Stortz leaves this city just the way he found it. Centre Mall is still standing (thanks to his cozy relationship with Ocean State) and Southeast Industrial Park is still forest (thanks to his disdain for the BDA). Jonthan Rosenthal is still Executive Director of the BDA after two years of fending off "gotcha" emails from Stortz. Stortz greatest accomplishment is the network of spies he assembled in City Hall, but that will crumble next Wednesday. So don't worry, Mr. Cockayne. If you win, 2 years from now you won't have to worry about your challenger complaining that "nothing" got done. You'll be working with Mayor Ward.

Why is Stortz geeting blamed for doing nothing. Yeah he did do nothing but the Democrats on the Council including Art Ward had the votes to override him and make him get off his keyster.

But you didn't! So stop whining and Elect Ken Johnson and his Republican team.

A. Milking the Bristol taxpayers by only taking, not giving forth

A. More of the same - only what is in the best interest of Johnson

I saw the tape on Nutmeg TV. Now he stands for expanded council, City Manager and 4yr terms! Is he a Rep. running on the Dem's ticket? He must be scared if he's taking the Rep's platform and using it for his campaign! Zoppo must have told him it was a good idea!

The genius of Stortz was that he never tried to actually do anything, so there was no opportunity for the Council to override him. He was constantly tabling something for more information, cost-benefit analysis, input from the Board of Finance, etc, etc, etc. You can't push a rope.

If it wasn't in the Press on Friday, it will be. Or at least we plan it that way.
You never know for sure what'll happen, of course, because the pieces don't always fall into place quite the way they should.

Lydem gets in = taxes go UP! He will require all jobs be Union jobs. After all, the Union funded his campaign so he owes them big time. How can a Senior Union Member work to max out Union contracts during the day and then work for the TaxPayers at night! It won't happen. Who is Lydem kidding.

You cant blame the Republicans, its the Democrats that hold most of the seats. We need to stop taxes and spending. I am ready to sell my house and move to another city. I which it would hurt bristol, but it would not, cause the poor fool how buys my house will still get stuck paying the taxes for bristol. Vote in the Republicans and see if they can stop wasteful spending and hold down taxes. I know i am fed up!

Hopefully this election will produce a Mayor and City Council who can work together and get things done.

Stortz had a Democratic Council who was willing to work with him minus Art Ward who said from day one he wasn't going too, and Stortz still couldn't get anything done.

Ward was a roadblock, so its time for new blood.

Elect Ken Johnson.

Can anyone tell me how Stortz could have gotten Ocean State out any sooner?

Can anyone one tell me how Stortz slowed down the Business Park, BEFORE he got in office, and since then?

Is anyone aware of what he inherited?

Seemsl like the Republicans (like the current posters) blew the election by running against Stortz rather than running against Ward.

He did keep taxes down.
He did gete the state to modify their agreement to help Bristol.
He did start to look for space for growth, but the democrat council shot that down (we'll be paying for that).

He had to clean up Rosenthal's mess with the streetscape, financila and legal. Still not fully resolved.
Problem is while things got done, Stortz didn't toot his horn like Nicastro, and have a promoter such as Kosta as Couture did.
Not perfect by any means, but certainly not as you are trying to paint him.

Mr. Flipflop is Cockayne! McCauley never once flipflopped on the issue of the manager or the schools or the expansion of a term. If you JUST saw the nutmeg t.v. spot, then you didn't realize it's been on for over a month now. Get real! Cockayne said that placing the school on the mall property should not be ruled out and he was in favor of new schools. When the citizens cried out that the mall site was terrible, he flipped saying, oh, we need to renovate the schools. Not only that, this man is deceptive and has tried to take credit for something that was a total setup between him and Chinchetti. What will Cockayne owe Chinchetti if he gets elected? Obviously he can bet bought and paid for. Open government will be a thing of the past with Cockayne. I say no thanks!

You people are soooo stupid! The council has to work together. If you think voting in all republicans with a democratic mayor is going to work, think again! Johnson won't win, Geladino's a hothead and can't control his temper and Cockayne can't decide where his allegiance lies. With him it's whatever happens to be the popular thing to do at the time. I want someone who will stand by their convictions and not back down when the going gets tough. McCauley and Lydem fit that bill. This tax and spend crap is exactly that ... crap! Please show me where in the last two years we have had high ticket items that have gone forward and the money spent? That's right, because there aren't any! The majority of the funds for the school will be coming from the state, which is conveniently left out from the republican slander of the schools. If republicans get in there, we'll have two more years of Stortz thinking. Keep that in mind when you stand in the voting booth!

Blashke wins? Are you off your rocker? He's another one who gets angry and LOVES to swear to get his point across. What a laughing stock this city will be if he gets elected! They'll think we've lost our collective minds! I'm staying away from the republicans and the lone independent. These guys will let this city fall into the toilet, because they don't believe in spending ANY money at all to improve this city. What do you think happened during the Nicastro administration when public works had no money for ten years, because taxes weren't raised? We're paying for it now in higher taxes to make repairs that are long, long overdue and massive neglect. If we had had reasonable tax increases during the Nicastro administration, we wouldn't be hit with such a tax burden now. Not raising taxes looks great come election time, but it's not practical as we've now seen. I don't want to see our infrastructure deteriorate anymore because the republicans are too afraid to spend and have made major promises on not spending. You HAVE to spend to keep up the city and attract people to come here and you can do it sensibly. All the code enforcement in the world won't help if our own city can't take care of their roads and properties. Now we had revaluation which happens every ten years regardless of how we feel about it. That had nothing to do with this administration. It just happened to come at a bad time. Let's not get bogged down in "don't spend" philosphies or we'll look like the twin sister to Waterbury!

I don't recall Stortz wearing Orange.
Still think that the republicans, in their usual vindictive manner, ran against Stortz and not Ward.
That will backfire for two reasons: there are many people that liked/like Stortz, and the Republicans under Mocabee blew the opportunity to get and present information on Ward.

We'll se who is right on Tuesday.

As for the poster saying the Republican people are all wearing orange. It's called being a TEAM!! Something you Dem's don't know. Remember, everyone pushed Ward under the bus! I'm sure Ward hasn't forgotten about that.

The Republican Team has run a possitive campaign. With no attacts. I can't say the same about the Dem's! Especially when you see McCauley starting to attack Geladino and Cockayne. Keep going Zoppo. Show everyone who is really calling the shots!!

Answer: by not trying to give them half a million dollars of our money AFTER the court date was set. If he had bargained hard with them from day one they might of left sooner. But he was too cozy with them during his campaign for that to happen.

Answer: Stortz provided ZERO leadership to the BDA these past two years, just nitpicking "gotcha" games with Rosenthal. No surprise since he always hated the BDA. He eliminated the Downtown Coordinator position (said he could do it better himself...NOT!). He actually terminated the BDA in his first term, but the next mayor (Nicastro) brought it back.
