There oughta be a law...

City Councilor Craig Minor, who heads the city's Ordinance Committee, said he wants to streamline the process of enacting new legislation.
Minor said that people who suggest a new city law will soon be able to fill out a form so they can lay out exactly what they're looking for and why.
Mayor Art Ward called it "a great idea."
Minor said that one problem now is that it's not always possible for his three-person panel to figure out what those requesting ordinance changes are really looking for. The form may help bring more clarity, he said.
Minor said that it also "creates a cleaner paper trail" to keep track of proposed legal changes.
