The state police rejected a request from Mayor Art Ward to probe the handling of a controversial Riverside Drive crash where former Officer Robert Mosback struck a pole in a high-speed, late-night, on-duty wreck that totalled a cruiser and sent him to a hospital.
The state police said severe budget cuts have left them with too few supervisors to be able to spare a lieutenant to spearhead an investigation in Bristol, according to Edward Krawiecki, Jr, the city attorney.
Mayor Art Ward wrote a letter Tuesday to the state’s attorney’s office asking that it carry out the probe instead, according to several sources.

Maybe we should have an investigation following Atrie going home from the bars everynight. He's done come next election. Throw out Frank (I can't do a real job, but grab money from you) Nicastro too!

Police arrive on the scene of an accident in which the pole is down and the car is destroyed. They have one victim who is injured with head injuries. EMS not the officers, decide the victim needs to go to Hartford due to the head injuries. Once in the ambulance treatment continues. They are in contact with Bristol Hospital and a doctor decides that the victim also has to go to Hartford due to head injuries. EMS continues treatment while enroute to Hartford. This include drawing blood.
Upon arrival, docs and nurses take over.
Now back to the accident. The first officers arrive. If the victim is a vodka drinker then it is much harder to detect a smell from what I understand. Again...That is what I have been told. Hippa laws go into effect as soon as EMS starts treatment. If they smelled it they can't say anything. The first officers on the scene, well if they smelled it and said nothing then there is an issue but think now...How can that be proven. It can't.
Let's go back to the roll call comments of earlier stories: As most of you know, if someone is an everyday drinker it is harder to detect. They sit next to each other not in laps nor elbow to elbow.
So that being said: This was a 3rd shift incident and yet all of the PD is taking the embarresment and the hit."
What the state police didn't say is "come on, really?" in the most sarcasic way possible. They have better uses of their resources.
I think the public is saying the same thing, "we don't believe you".
I find it hard to believe myself, a BAC of .15!!!!!!!, I am suppose beleave trained professionals couldn't pick that up?
What the people defending the department are saying is "prove it". They do have a point. They have watched guilty people cover up and get away with things, by now they are experts at it.
Honestly, I don't want people with these kind of ethics in public service.
Ben, Maybe you can help me. I'm curious, and I don't know of anyone else who has been trained in how every person acts at certain levels of BAC. Would you be able to provide a brief description of how every person of a .15 BAC acts and then let me know where you got your training or the info so I can read it also. I'm guessing that maybe you're a police officer since you seem to be so knowledgeable, and are able to speak so confidently on the subject. Thanks in advance for your help.

I am not a police officer. Let me repeat I do NOT condem all police officers. I have had expriences defending people who are alcholics in the work envirement. Too much personal info, some of you know me.
The BAC is is published on the internet, Google is your friend.
If I am saying something wrong or non-factual, I figure somebody will rebut me here. Without all the emotions, as in the public forum. I Just want what is right for the citizens and tax payers.

Listen people I talked to don stacom the other day and he said “no surprise to me” then got into the many many other things the BPD have done in the past 6 months never mind the past 3 years. Not investigating child rape’s GUILTY, Stealing evidence GUILTY, officer shooting the floor in the station GUILTY. AND MANY MANY MORE. It’s not about 1 dunk cop it’s about an out of control force and a citizenry that doesn’t care.

I am looking at this from both sides.
What needs to be done next? What is the final solution?
As a citizens and tax payers we do care. That IS the point.
Maybe the state police did the mayor a favor by not investigating.
9:31 - Are u suggesting that Don Stacom do the investigation - even that won't help the circulation of that rag. He is one of the reasons that I canceled the Courant.
All of this falls to the Chief. He is ultimately responsible and this is not the first time BPD has had an officer alcohol issue. Anyone remember the Britt fiasco. Time to make changes at the top.
