State report clears city police chief

A state police investigator found no evidence to support Police Lt. Joel Estes' complaint last year of unfair workplace practices and ethical violations, according to a story in today's Hartford Courant.
The Press is still looking into the report.

As I recall, Estes complaint was that the Chief closed the investigation because of his friendship with Michaud. A couple of months after Estes complaint, Michaud was in trouble again, this time for threatening a civilian employee. The matter was fully investigated and Michaud was found guilty. He admitted to threatening the employee, and the Chief decided Michaud deserved no discipline for his actions. Things will never change in the Bristol Police Department.

How come I havent read about 8:37 story. Was it in the paper? If its true, you have got to be kidding me. I think I need to become friends with this chief. Who knows what I can get away with????

This story reads like a bunch of five-year-olds whining and lying to Teacher about what Jimmy did ("Did not!" "Did too!"). The bottom line is DiVenere has always been out of his depth as chief and should not be reappointed when his current term expires. The numerous sexual harassment incidents, unsupervised detectives failing to do their jobs, the notorious "WNFR" scandal, and now this. It's time for him to go.

Thi chief has gotten away with more crap then anyone and gets away with it. IS it because he shows up at political fund raisers. Must be . How about flowers showing up in personal dept.

Chief is only worried about females and if he can get lucky - State already proved his has poor judgement and yet the Mayor keeps him on. Its because the Chief gives to the Mayor's fund raisers, can't fire the cash givers. He even lied about the personnel director - a chief and lies? WOW we taxpayers are sure lucky.

3:23 PM: You are right, and I stand corrected.

What I should have said was that it's time for him to retire or be terminated per Sec. 45 (g) of the Bristol Charter:

Sec. 45. Police department and board of police commissioners.
(g) The city council shall have the power of removal of the chief and captain of the department and other nonbargaining unit members.

8:37 speaks the truth, and I am sure the investigation could be requested under FOI. Michaud was investigated for threatening bodily harm to one of the civilian workers inside the PD. A violence in the workplace investigation was made, and the chief decided that no discipline was needed. Probably because Michaud, his buddy ol pal, had been a loyal friend for so long. Seems fair to me... More realistic, is Michaud and Divenere are both so dirty that if either of them crossed the other, they would bury both be able to end the other's career with what they know. Sad but true.

looked into what 837 claimed.Did Michaud get in trouble again? Why doesnt the prss cover that?

I wonder if the Police Board, which has authority over the Chief [per Section 46B (1) of the Charter], knows anything about any of this? If so, why haven't they done anything about it? And if not, why don't they?

A threat....It was said in the locker room and it was never said to the person and it was AFTER the civilian dispatcher made an UNCALLED for comment to Michaud over the police radio. And then Estes, who happened to be in the locker room said "oh payback time" and went after Michaud again with an IA. Michaud was found guilty of a "locker room rant". It should be said that this was in the men's locker room and there were other officers who heard what was said and it wasn't taken as a threat. You should also know that worse has been said over the years and that Michaud is the first one in history to get in trouble for something said in the locker room...FAIR...hummm I wonder...Na.. not fair at all...just someone again trying to screw Michaud. Anyone out there ever said something and not ment it but had it taken out on you anyway...

Of course the police board know about this and a whole lot more but do you really think they will do anything? Get real. Nobody cares because people dont get envolved unless their the ones being targeted. The mayor isnt even embarrassed. Hes not embarrassed of the fact that his chief of police is being called a liar and a poor manager. Or that hes in the paper every other month.We need to start calling the Mayors office and start demanding answers...

To 4:23 (aka Michaud) You seem to want to portray yourself as a victim. The only victim in that incident was the dispatcher. Your only a victim of your own stupidity. Trying to blame everyone else for ridiculous behavior isn't going to change anything. You are just lucky that the chief continues to cover for you because you should of been arrested. If you ever looked at your penal code, you would realize that under the Breach of Peace statute the person being threatened doesn't have to be in the room when it happens. There is no "locker room exception." But you wouldn't know anything about the law even after 25 years on the job.
