Who is "Jack Pumpkinhead"?

Just to make sure this question doesn't get lost in the shuffle.
City Councilor Craig Minor, on his Facebook campaign page, describes a photograph that features him and city Councilors Kevin McCauley and Ellen Zoppo. It also has another politician featured, whom Minor calls "Jack Pumpkinhead."
The picture's gone, but the description remains.
So the question is a simple one: who is Jack Pumpkinhead?
Note: Minor provided the elusive photograph, but we do not know who Pumpkinhead is. Anyone have a guess?

Mister Pumpkinhead was the Bristol Federal Hill Association's supportive efforts of the 1st Annual Pumpkin Festival promoted by the Friends of the Bristol Public Library.

BRAVO to the person who would wear a real pumpkin on their head for several hours in support of OUR local Community Events.

BRAVO Mister Pumpkinhead

Mister Pumpkin head was a big hit at the Pumpkin Festival. I remember having my family picture taken with him and the joy and happiness he brought to my children. What a wonderful surprise to get the digital picture in my email that night so I could mail it out to all of our relatives, all for the cost of $1.

By the way, we were behind the City Counsellors in line. Note to all those trashing the counsellors and the cause, each of them paid $5 to be in that picture.

Oh, and don't forget to note, it was freezing cold that night and poor Mister Pumpkinhead was in shirt sleeves carrying around a 40# REAL pumpkin on his head.

Shame on all of those making fun fun of or trashing such a happy and successful evening. It was a great night and it was great to see the counsellors supporting such a great cause.
