Mall site may be used by nonprofits, for now

With the downtown mall now merely a pile of rubble, city leaders are looking ahead at what do with the 17-acre site now that it’s nearly cleared.
Mayor Art Ward said he anticipates that it will be available to nonprofit groups to use for festivals, car shows, farmers’ markets and the like.
“It makes sense,” the mayor said.
Groups that are interested in using the paved site should submit requests to the city’s Real Estate Committee, Ward said, which will review them and make recommendations to the City Council.
The former mall site, now tagged “Depot Square” in the wake a library naming competition, is the focus of revitalization efforts that officials hope will lead to new stores, offices, housing and perhaps more.
The Bristol Downtown Development Corp., the nonprofit created by the city to oversee the effort, has asked potential developers to submit proposals for the site by the end of May. A preferred developer will likely be picked in mid-summer to begin preparing detailed plans, officials said.
“There’s a potential for something positive to go up there,” Ward said.
The City Council cleared the way to eliminate one potential roadblock recently when it backed a new lease with Discount Food Outlet, the grocery store that rents space from the city.
The store had a lease in place that matched the one held by Ocean State Job Lot, officials said.
But the city and the store’s owners were able to agree recently on a new lease that provides that the store will get at least 90 days notice when the city wants it to move out.
City leaders have said they’re in no hurry to oust the grocer because it serves the central area of town effectively and has been cooperative with city efforts all along.
The new lease, however, removes any doubt that the store could remain for long once the city tells it to get out.
Another city-owned structure on the 17 acres, the former movie theater that most recently housed a Sherwin-Williams paint store, is going to be demolished soon. Officials are putting the final touches on a contract to have it torn down.
Ward said that he became interested in the use of the property during the interim period before a developer steps in to do anything after Pumpkin Festival organizers asked him about using the mall area this fall.
He said he couldn’t see a reason to say no as long as the group had the proper insurance and other routine measures the city requires.

As he looks out his window at the Mall, doesn't the Mayor see that there still is a specific driving lane and a directional arrow, as well as as directional light on the overhead traffic signal directing drivers onto the mall site, even though it is fenced off?

This should have been taken care of months ago: all it takes is a little black paint and the removal of a bulb and glass.

Art, if you want to handle the details, handle ALL of them.

Hey, 4:28 PM, why not be a good citizen and call or e-mail the Mayor's office, politely bring the situation you've (rightfully) described to the Mayor's attention, and ask that he look into getting it rectified? Or would you rather just sit on your ass in front of your computer and whine about it on this blog?

I congratulate the mayor on being pro-active. He has a good idea. Hopefully city groups will come up with reasons to use the site.

Let's give the Mayor his due. He has used his office well in promoting City causes like DEPOT SQUARE.

If you can't figure out that the turning lane is going to bring you right to the fence then you shouldn't be driving.

Some things are just too obvious to worry about reconstructing turning lanes. You really are reaching to find something to complain about.

Yes spend time and money on changing the turning lane and in two months when we open for all the non profit groups to use the site we can spend time and money and change it back to a turn only lane. Oh we are cooking with fire today arnt we.

And you tell me how people unfamiliar to the area know that one cannot turn in there.

However what exactly is Ward doing? Honestly, it appears to most of us that Mr. Ward is just occupying the seat while things that were already pre-planned and implemented by others unfurls before him.

I don't think he had much to do about any of this, with the exception of a mumbled "yes" vote on occasion.

He's been a part of the pre-planned stuff too; the Legion World Series at Muzzy, the downtown street scape. I know for a fact that he's been instrumental in encouraging and supporting new business in Bristol. Just because the man doesn't stand up and give himself a hand, like so many other politicians in Bristol love to do, doesn't mean that he doesn't at least deserve some respect....Give him a chance. I think you'll be pleasantly surprised!

Good job Artie suggesting the mall be used for non-profit purposes, just what we need another place for the teen to hang. What ever happend to your promise to bring new buisnesses to the mall. Maybe we can have 3 or 4 dollar stores, a huge flea market and any other stupid idea that you can come up with. Shame on you Artie, you are not the politican you said you would be.

You people are forgetting that both Stortz and Couture had press releases in the Press every week about all kinds of stuff. Ward has the same secretary as Sotrtz so she is generating the same stuff for him.

Last year if I saw one more Press picture of Stortz reading to a group of kids I was sure I was going to puke.

Nobody will come knocking at your door because your paint is peeling or your siding is dented....But if you have a rusted out cadillac rotting in your front yard that's hard to see in the 4 foot high grass, home to the neighborhood ferrel cat population, windows held together with garbage bags and duct tape and collapsing front stairs, you'll probably get a visit. Nobody wants to look at your mess nevermind have to live next door to it.
