Zoppo stands by scripted meetings

City Councilor Ellen Zoppo also sent me a more detailed statement after the paper went to press last night. Here it is:

If people take the time to read them as posted, they would realize they are more of a combination expanded agenda and talking points and not a script where people had lines.
Neither the mayor nor the Council were told by me what to say, as the term script would imply....that word is the part that I think people are reacting to. People were not scripted, they were simply given the outline of how I was going to chair the meeting and what order was going to be used including when we would hear from the public, when they would have the opportunity to comment, and then a second round for any additional thoughts or closing remarks for them to go on the record as to how they were going to vote and why, which I thought was important for the public. It leaves more questions that it answers when people just vote yes or no without stating on the record why.
I don't think it hindered "open government,"I think it enhances the quality of the dialogue concerning important issues that have many pieces. There are few occasions where an important point is "forgotten" when these types of expanded agendas or outlines are used.
I have used this tool for years for various events and meetings, starting back in Hartford when I worked for the MetroHartford Chamber of Commerce and continue the practice today in New Britain. In some form or another, I use it for meetings I chair when there is going to be lengthly debate or many issues to be considered.

Just another attempt by Zoppo to CH"A" (Cover her Butt). Doing damage control at this point is to late. Just like all of them in the Mayor's office yesterday, scripting on how to handle this one.

The word "scripted" isn't the word that bothers me. The word "leaked" and "Mike needs to be discrete because he sits ajacent to Art" is what leads to the perception that she was leading the Mayor and council through something that she knew people wouldn't approve of. Her rebuttals to your articles don't address her reasons for being concerned about a leak or discretion. I'd like to know her reasons for those requests of the rest of the council. Secrecy in goverment is not taken well by the voting population.

Zoppo does not care about secrecy in government as long as it gets her ahead and in the Mayor's seat. As for the voting population goes yes we do care and it will show come November!

I have never seen so many people leap into the conspiracy theory concerning this. People may love or hate her but as many people said, she gets stuff done. There are probably people on both sides of the blog that are really hooked into the campaigns trying to be spinners, and not general folks, or just plain intimidated by her. That aside, in my opinion, all of these "See you in November" comments are going to come back and bite people in the you know what and I will tell you why. Art Ward has been a friend of mine for 30 years, our kids went to school at the same, and I have high regard for him and the things he has done. But, I am still not voting for him in November. The city manager can't be hired soon enough for me and I believe Ellen will get it done.

Take off your rose colored glasses - if there is something in it for her (EAZ) then she will try and get it done. Its the "process" in which she gets things done this town can do without!
You also mention people maybe "intimidated" by her - no one should ever have to be intimidated by anyone unless of course there is reason for the intimidation. I have seen how she intimidates people: rudeness, condescending remarks, and arrogance. Why should anyone be subject to this. One should not have to "intimidate" others in order to get things done. The remarks that people make with "see you in November", are most likely reminder her its the VOTERS who are in control NOT her.

Leadership is not dictatorship. Ms. Zoppo needs to learn that working together isn't "scripting" the functioning of the council or selectively deciding who will be in the loop and who won't be.
The people elected a mayor and six councilmembers not the mayor, ellen and those whom she deems worthy of her personal acceptance. Woe be unto us if she ever becomes the mayor.

Zoppo is to politically hungry and this clouds her judgement. Time to get out when that occurs. Please do Bristol a favor and get out of politics.
