Maple End drainage project gets state OK

A notoriously flood-prone section of Route 6 will be fixed, thanks to funding approved Friday by the State Bond Commission.
The $8.2 million project will stretch from Maple End to near the Bristol Commons shopping plaza, according to state Rep. Frank Nicastro.
"That whole Maple End area has to be corrected," said Nicastro, a Bristol Democrat. "We have massive, severe flooding problems there."
The bonding funds will pay to replace a massive culvert between Burlington Avenue and the Northside Square shopping center on North Main Street.
The new culvert would cross the tracks and generally follow Route 6 to the west before cutting under the state road in front Best Cleaners and connecting to another culvert at Northside Square.
"It's something that's definitely needed," said Rep. Ron Burns, a Bristol Republican. "It's a good move to fix it up."
Now that the addition of commuter rail is a possibility on the tracks that cross Route 6 at Maple End, said Burns, it makes even more sense to fix the drainage problem.
"That's another additional benefit we'll get out of the correction of that intersection," said Burns.
Nicastro said other flood repair projects, including one on Lexington and Concord streets, have been stalled, waiting for the Route 6 work.
"This is a major breakthrough for the city," said Nicastro. "This is going to help us immensely."
While in progress, the project will no doubt cause some traffic headaches, Nicastro said, but the result will be a safer road.
Nicastro said he didn't have a projected start date and did not know how long it will take to complete the work once it is started.
The state cash, said Nicastro, should cover the whole cost of the project.

The State Bond Commission has approved $8,171,540 in state funding for a drainage improvement project on Route 6, which should alleviate flooding that occasionally impedes traffic flow and creates unsafe driving conditions during and after heavy rain storms, state Representatives Ron Burns and William A. Hamzy said today.
The bond commission approved the funding at its regular monthly meeting Friday, March 28, 2008 at the Legislative Office Building in Hartford.
“Anyone who has driven through a three to four inch pool of water on Route 6 during and after heavy rain storms understands the need fir this long-overdue project,” said Representative Burns, R-77th District, whose district includes sections of Route 6. “When the storm drains back up and water pools on the street, traffic slows to a crawl. If the flooding gets worse, engines can stall and block traffic. After the work is completed, news photos and television footage of flooded streets and vehicles throwing up rooster tails will be a thing of the past.”
“Flooding on Route 6 has been a problem for as long as I can remember,” said Representative Hamzy, R-78th District, whose law offices are located on Route 6 in Bristol. “As someone who takes Route 6 to work almost every day, I am very familiar with the drainage problems there. In addition to interfering with traffic flow, even an inch or two of water pooling in the street can cause vehicles to hydroplane and result in serious accidents. I have driven through sections of Route 6 that become almost impassable during exceptionally heavy rainstorms. This project should put an end to those kinds of traffic hazards and make the road safer for commuters, shoppers and commercial vehicles alike.”
The project involves the replacement of a culvert between Burlington Avenue and the Northside Square shopping center on North Main Street. The culvert will cross the railroad tracks near the Whole Donut Shop and follow Route 6 to the west before going under the state road in front of Best Cleaners and connecting to another culvert at Northside Square.

Yes, it is needed, yes it has been in the works for a long time (way before Burnsy even got involved), but taking credit is being somewhat disengenuous.

1:32 -- is it really necessary for you to call someone stupid just because they made an observation on the history of the project?

It was an on-point comment that was completely legitimate. Your response was childish.

This IS a project that Roger Michele was working on when we had all the serious flooding in early 2004. One of the issues was the drainage pipes the State had in place were clogged with very large debris. After the State cleaned them out they still didn't catch the water correctly and it was determined that there was a "pitch" problem.

So Roger got the ball rolling but it took this long for them to approve getting things fixed?

So the question from the first poster was perfectly acceptable:

WHAT TOOK SO LONG????

If we continuously allow our State and City government to let project like this sit stagnant for years, we as taxpayers will forever be forced to pay more to fix a long standing problem that could have been cheaper when it was first found.

I'm sure the businesses in the Maple End plaza would like to know what took so long too. They have been flooded a number of times since 2004.

I could require names but, rest assured, that if I did, people would just make them up. I have no doubt -- since I delete a number of them already - that people would write comments and sign them "Art Ward" or "Ellen Zoppo" or "Don Soucy" for that matter. I have no way to tell if they are real or not, other than my instincts, which I think have been on the mark so far for posters whose names are attached (since there's not much fun in posting as Art Ward and then saying something he might well say).
I have wrestled with this for months, looked into options, and keep returning to the same old solution: trying to delete posts that are merely mean, dirty or incomprehensible. I wipe out a lot before anyone can read them, but some slip through, either because I mess up on hitting the right buttons or I just don't get, at that moment, why something shouldn't go through. It's not like I have time to think carefully about every post.
I also find that some people are much more thin-skinned than others about having their names mentioned. I'm still trying to figure out when to protect people from comments and when I shouldn't. That's not easy.

It is absolutely amazing and disgusting that Nicastro, Hamzy, and Burns are trying to take credit for this.
This is a project that has been in the works for some time: the idea had to be broached, researched, designed andd costed.

Anyone with ANY awareness of the process knows that you can't bond without knowing the cost.

MAYBE there was an effort during Nicastros last term, but clearly Couture and Stortz kept it going and got the real work done.

All Nicastro, Hamzy and Burns did was announce that the state is giving us back some of our tax money.

Shame on them for this deciet!

My critique of your opinion here is that your statement is hardly controversial nor does it criticize the "powers that be" nor could there be much of a back-lash to you personally for your remarks. So I don't see it taking much "backbone" on your part. This answer is the same to Steve Collins' statement in regards to this subject.

However I appreciate your opinion and I'll be happy to oblidge to mandatory name signing is it ever becomes practical.

Art Ward is going to be very fortunate to be seated in the mayors chair as many projects come to a (Hopefully) successful conclusion, all of which were the labor of other people. Its the nature of politics. To the victor goes the spoils. But people in the know are well aware that his actual input on the majority of them was close to zero. His last four years on the Council accomplished nothing but him being the "outsider." hey it worked and got him elected but most of us see it for what it is.

I'm not a big supporter of Ward, but I think he might do an OK job as mayor. My expectation level for this position is low based on the underqualified people politics attracts in general.

Of course Ward is benefiting from the work of others. He may have represented people in his district in a decent manner, but I don't think his accomplishments are too great. What Ward does bring to the table is a fair degree of common sense, something I think his recent Democrat opponent lacked.

What does irritate me is the small, pathetic, obnoxious responses I hear from people who are appearently his supporters. This is a Democrat city for crying out loud! He'll probably win again easily next time. Why don't you people be big and just shut up or at least have some class? I actually think much more of Ward and his family than the image these people portray upon Ward.

Not sour grapes at all - I voted for him in Nov. but I agree with the other posters - our expectations are generally low for the most important position in town. He was not a very involved councilman and he must be feeling, at times, a little overwhelmed. I am sorry if my comments were viewed as very negative but I will dispute one thing - he has not been doing too much of sharing the spotlight. And with most people who have been in city govt for awhile aware that he was not too involved in the past, it just shows his level of insecurity in the position. I thought the demolition thing with him doing victory laps in the parking lots after doing the wrecking ball was embarassing.

The beginning of the mall's demolition as a sign of good things to come for Bristol was an excellent opportunity for a little frivolity. Mayors Nicastro, Couture and Stortz were all present and all were acknowledged to have had a part in the razing of the mall.

Why so much concern over who is in the spotlight? Each mayor has added something to Bristol's pot. Each mayor has has had their moment in the spotlight. Let's give Mayor Ward his shot at it...I think he's going to do a great job.
