Body found in Bristol this morning

According to the Associated Press, the body of MaryEllen Welsh, the woman missing after yesterday's home invasion in New Britain, was found today in Bristol. She was shot to death, the wire service reported.
The body was found in a gravel pit on Old Waterbury Road near Rockwell Park.

Here's the AP story:
A woman missing after a home invasion was found dead, apparently from a gunshot wound, authorities said Monday. A suspect found driving her car was in custody.
MaryEllen Welsh was visiting a friend on Sunday morning when someone broke into the house, Sgt. Darren Pearson said. The friend she was visiting, identified as Carol Larese, 65, was shot and badly wounded but was expected to recover.
Police arrested Leslie Williams when he crashed Welsh's car in Watertown after a police chase about five hours after the home invasion, Pearson said.
Police said they later found Welsh's body in Bristol, about 10 miles from New Britain. Welsh, 62, had been undergoing treatment for cancer.
Williams, 31, has been charged with criminal attempt to commit murder, robbery, kidnapping with a firearm and other crimes connected with what happened to Larese, Pearson said. Police were preparing to charge him in connection with crimes against Welsh.
Pearson said it appeared Williams acted alone. He called it a "crime of opportunity." Pearson declined to comment on a possible motive.
Cynthia Holland, a friend of the victims, said the two were having coffee when the home invasion happened.
"She's a lovely person," Holland said of the then-missing Welsh.

Gov. Jodi Rell issued this statement Monday afternoon:

“Once more, all over Connecticut, decent people are reacting with horror and fury to a heinous, inexplicable and utterly reprehensible crime of violence. Understandably, the home invasion in New Britain on Sunday reawakens the shock and revulsion we felt after the crimes last summer in Cheshire and other such cases.

“I grieve for MaryEllen Welsh, who was brutally and senselessly killed while doing nothing more than visiting a friend for coffee, and my heart goes out to Carol Larese, who was wounded. Our thoughts and prayers are with both women, their families and their friends.

“As Governor of Connecticut, my resolve is ever stronger to deal sternly and forcefully with the vicious predators who would commit such outrages. We took real steps in January to strengthen our criminal justice systems – but the ghastly crimes in New Britain show us unequivocally that there is more to do and that there are some people who are so evil that ordinary measures will not stop them.

“First, I again call upon the General Assembly to pass legislation that will establish a clear and simple ‘three strikes’ law in Connecticut. The suspect in the New Britain case has a record that includes multiple burglaries and a sex offense involving a minor. He had been denied parole in 2006 and released on probation earlier this month after finishing an eight-year sentence.

“The time for excuses and rationalization has passed. We need a law that says if you commit three violent offenses, you will be sent to prison for the rest of your life. Period. It is time for action.

“Second, I am calling for legislation that will require any offender convicted of a second or subsequent sexual offense, regardless of the severity or degree, to face an automatic 50 percent increase in their sentence for that offense. No questions, no additional legal issues to prove in court, no unwieldy persistent offender statutes. Just an automatic 50 percent increase in sentence.

“I am also asking the Chief State’s Attorney, the Chief Justice of the Connecticut Supreme Court and the Commissioners of the Department of Public Safety and Department of Correction to attend a meeting in my office this week. The simple fact is this: We have laws already on the books – Megan’s Law, Jessica’s Law, persistent offender statutes and any other applicable laws – that are not being used in all cases. I want to know exactly what resources my Administration can provide that will ensure these laws are applied each and every time they can be. I also want to know what additional resources we can provide that will ensure that non-violent offenders and violent offenders who are unlikely to reoffend have the programs and services they need to remain on the straight and narrow.

“I will also be proposing that Pre-Sentence Investigations be mandatory in all cases involving sexual offenses. These full background checks of convicted criminals are sometimes waived. Yet it is clear one continuing problem we face is deciding which offenders are the most dangerous. The improvements we have made in Board of Pardons and Paroles operations are a start, but I believe it is absolutely essential that judges have the fullest picture possible of potentially dangerous offenders before they hand down a sentence that may not keep such a person in prison for the maximum period.

“Finally, I am calling on the Legislature to join me in restoring the funding for increased GPS monitoring of offenders on probation and parole – and to require GPS monitoring for all sexual offenders upon their release. I realize fully that this will have an impact on the budget – and yet I can think of no reason not to proceed.

“The crimes that took place on Sunday in New Britain offend us all. We must – and we will – react to these crimes in a resolute but measured way. The continuing, bipartisan effort to strengthen and enhance our criminal justice system is just such a reaction.”

Hmmm .... Taxpayers are paying to keep folks like this alive as long as possible , yet , we also are paying to have hundreds of totally innocent lives terminated every day .

When are the liberal CT representatives going to realize that some people can not be reabillitated? Wake up! It is our duty and responsibility to break down these obstructive individuals and get lawmakers to start an express line on death row. If we had a 3 strike law in effect here in CT maybe then, would an individual realize that the next felony they commit will land them in a cell for the rest of their life? It’s a sad day for those of us that strive to protect the communities that we serve. Just like road construction in CT that will never end, the same can be said for the possibility of a 3 strike law, or imposing (USING) the death penalty for serious violent crimes. Not in CT, makes me want to move to Texas where I can watch a real justice system in action.
I have an idea, lets stop the appeal process for convicted felon’s, give them 1 appeal in the first 6 months of their sentence, let the remainder of their sentence be imposed with no chance of another appeal, and if death is the final outcome then set the date, and get it over with. Stop the infinite appeals, the wanton waste of taxpayer money and the needless suffering for those affected by the fallout of a violent murderous rampage. I for one am sick and tired of my money going to support an individual on death row. It’s a lot cheaper for an injection and a much less pain full way of death than the original “eye for an eye”. Remember, no one makes an individual do the disgusting crimes they commit; they are responsible for each and every decision they make. Be responsible and accept your punishment whatever it is. Speak up and charge your elected officials to make appropriate changes and let’s wake some criminals up. There is still some prime real-estate to build some super prisons to house the lifers. I would rather my tax money going to construct a super prison then to fund the appeals process.

Very very sad story. I can't imagine who her last few hours were like, but hopefully she can rest in peace.

The legal issues associated with a three strikes law or other punishment methods are pretty complex, and deserve a great deal of discussion.

For now, though, my thoughts and prayers go out to this woman's family and friends.

First, I support the three strikes law and I also oppose any attempt to remove the death penalty in CT. But if we're going to get this done right then we need to get the facts straight. Poster at 4:02 PM you didn't quite get it right. The Three-Strikes law died in the Judiciary Committee. Only Hamzy (from the Bristol delegation)is on that committee and you are correct he voted for it. Nicastro is not on the Judiciary Committee and Colapietro is in the senate so it never got to them for a vote.

So here's your chance people. Get on your phone, your email or good old snail mail and let Hamzy, Burns, Nicastro and Boukus know they need to push the members of the Judiciary Committee to let this bill get to the floor. Don't forget Senator Colapietro. He’s allegedly some big He Bull in Hartford so let’s see if he can prove it. This crew should be embarrassed for Bristol and ashamed to be a part of the bleeding hearts club that controls our state legislature. How many more innocents have to die?

Our prison's provide All these people with a Roof over their heads(TV's & Radios in their cells),3 meals a/day,Healthcare,Heat/C-Air Conditioning,A College Education, Gym/Weight Lifting...Need I say more. They are provided with more than most of what the citizen's of Connecticut are fighting for,for their families.
They Should get~ Bread/Water, Solitary Confinement,Aspirin or Tylenol Only,No Education and No Gym Time!
I along with many others am SOOOO Upset, Angry and Frustrated over these violent acts against Good People.
My Deepest Sympathy goes out to the Family/Friends of MaryEllen Welsh and Prayers of Healing, Strength and Hope for Ms.Larese,Her Family and Friends.

I thought there was a law just passed last year that takes effect March 1, 2008 He will be subject to this new law , maybe even the first to be convicted under it. You critics ought to be saying what more can be done? Rather than playing the blame game. Why don't you tell them what they should do instead of waiting for them to do something to critisize? And you know-it-alls should tell us all on here what the 3 strikes law will do for this particular violation?

Two things about the three strikes law. 1) The bill proposed talked about putting people away for life after three violent felonies however had nothing in it to deal with expanding and/or building new prisons. Where did the people that wrote and proposed this bill think they were going to put all these people. Just to cut any possible argument down that says it should be three strikes then death penalty the Supreme Court has ruled this unconstitutional for meny reasons but for the sake of brevity I will not name them. Therefore the writers of this bill had this grand idea that we pass a three strikes law but don't think about nor address the overcrowding problems that would certainly surface. There are only two words for that type of lawmaking: bush league. 2)Neither this crime nor the Petit murders would have been prevented by any three strikes law that has been proposed. So to turn this tragic situation into a debate about the usefulness of the three strikes law is neither fair nor relevent.

His lawyer should also be held accountable~when he continually raped a 5 yo,he should have gotten 40 years and his scumbag lawyer got him out after 8 years! Now his attorney is saying that he has a drinking/drug problem and he's homeless...and we're supposed to feel bad!!!!!
Dr. Petit must be shaking his head in disgust~There is not a day that goes by that I do not Think and Pray for him and his Family.

And so if someone has 2 strikes they don't qualify and anyone that does will choose a trial because they will no longer be eligable for a deal. Costing astronomical numbers. And we will need to build more prisons. the 3 strikes law will cause nothing but problems for the very people you pretend to protect, It won't do anything to prevent a crook from being a crook. And you'll never know,
