Mocabee "really f-ing mad" at Ward's comments about campaign finance fine

City Republican Party Chairman Art Mocabee said Tuesday that he is “really f-ing mad” that Bristol’s Democratic mayor chose to blame the Republicans for his own failure to obey campaign finance law.
Mocabee said “it makes no sense” for Mayor Art Ward to blame the GOP for filing a complaint rather than simply accepting responsibility for the flawed forms produced by his own campaign – an error that led to a state-imposed $1,500 fine against the mayor’s campaign treasurer.
“Our mayor broke the law,” Mocabee said.
What’s more, said the GOP chief, the Republicans only filed the complaint after unidentified members of the Democratic Town Committee last summer urged them to take action on Ward’s shoddy campaign finance disclosure forms.
The Democratic leadership in Bristol “knew what was going on,” Mocabee said.
“They made the snowball and we threw it,” he said. “They were looking to get Mr. Ward in a bunch of trouble and they succeeded.”
“The information got to us quite clearly. And they were absolutely right,” Mocabee said.
The questions about Ward’s error-plagued campaign finance forms arose last July and August, Mocabee said, at the same time Ward and former city Councilor Ellen Zoppo were locked in a tight mayoral primary race.
Mocabee said that Ward is a 14-year veteran of city politics and “knows campaign finance is critical.”
He said that even though he filed the complaint that led to the fine by the State Elections Enforcement Commission, he had no desire to tar Ward with it. He said he didn’t tell the press about the fine and was content to let the matter slide.
Mocabee said that when a reporter called to ask him about it Monday, he tried to show understanding to both Ward and Robert Dunlap, the mayor’s former campaign treasurer, instead of attempting to score political points.
But Ward lashed into him anyway.
Mocabee said he was stunned that Ward proclaimed that the GOP boss “should be ashamed of himself” for blowing the whistle on campaign finance problems.
Using that argument, said Mocabee, “every voter in Bristol should be ashamed of themselves because the mayor and his campaign manager broke the law. That’s the logic of our mayor right now. That makes absolutely no sense.”
Mocabee said it isn’t reasonable to say he ought to be hanging his head because Ward “failed to follow the law.”
Mocabee, who promised to try to send me electronic copies of Ward’s problem-plagued campaign finance reports, said that the forms have blanks on them for the campaign to fill in the full name, occupation and contribution amounts of each of its donors.
Ward’s forms only listed the donors’ first names, he said.
“How shameful is that? How idiotic is that?” Mocabee asked. “Anyone in their right mind can fill in name, address, city, state and zip code. I mean, c’mon.”
Still, Mocabee said, the state may have “gone to extremes” in its effort to crack down on the potential for corruption. He said he agrees that finding campaign treasurers may be a bad idea because it’s going to become difficult to find anyone willing to do the job if there’s such a risk attached to it.
Dunlap was required to pay the $1,500 fine himself, with no help from Ward.
Mocabee said, though, that he “wouldn’t be surprised if some cash gets exchanged somewhere along the line so Mr. Dunlap can take his vacation” this summer.
Mocabee said he’s glad that Ward is casting the blame for the mistakes on Dunlap.
“It’s admirable that the mayor is standing by his man. And the fact of the matter is, he should,” Mocabee said.

Update at 3:55 p.m.: Once Mocabee learned it would cost $50 to get copies of the relevant forms, he decided not to get them after all. I don't blame him. That was pretty much my thinking, too.

Mocabee admits in this story that he did this because some annonymous democrats told him to. In the last story he said he was checking campaign reports because it's his job as the GOP Chair. Which is it?

Mocabee keeps saying that Ward broke the law when he knows that it was Dunlap that was responsible for following the finance laws, not Ward. Which is why Dunlap was fined, not Ward.

Mocabee knew when he filed the complaint that it would cause Dunlap to be charged and fined, not Ward.

What is most shameful is that Mocabee admitted in the first story that he didn't believe Dunlap did this on purpose, that it was mistakes based on inexperience.

So why didn't Mocabee take the high road and call Dunlap, offer him some experienced advice and allow him the opportunity to fix it?

We are a small town - these political heads have known each other and been friends for more years than some voters have been alive.

Yet they do things like this to each other in the name of politics and try to pass it off as "for the betterment of the voters"???

What did Dunlap ever do to Mocabee? Ward wasn't hurt by this, Dunlap was.

This was low and underhanded, even for Mocabee.

No, ignorance is not an excuse for not following the campaign laws.

But Mocabee could have given Bob the chance to fix the problems instead of filing a complaint with the State. Mocabee was just being spiteful to hurt Art, but Bob got hit with the bullet instead.

Dunlap may be lighter in the wallet now but Mocabee is the one that looks foolish.

The GOP should be ashamed that this is the person that they choose to have as their leader.

He doesn't do anything for the sake of the voters. He does everything for the sake of himself, headlines or just plain viciousness.

I don't see that this hurts Ward as much as it makes Dunlap look foolish.

Ward should have been monitoring how the reports were being filied however.

As far as Art Mocabee goes, he as town chairman is certainly obligated to bring this kind of stuff to the public's attention. If he didn't he would not be doing his job as town chairman correctly.

As Republican Town Chair, and since he acknowledges that he knew about it in October, or before, why did not Mocabee and Johnson bring this out then?
We had the right to know, and who knows, it might have made a 300 vote difference.
Can't understand Mocabees delay.

Why is it that following the law is always for someone else to follow?

Mayor Ward should have simply said that my campaign made a mistake and we will pay the price, period. It is really beneath him to place the blame on the GOP or other Democrats. They did not break the law. Ward's campaign did.

...and we wonder why young people don't accept responsibility for their indiscretions. Look who they are looking to for guidance and emulation.

Mocabee has no right to be mad at anyone for anything. He started this rediculous witch hunt all because some "annonymous democrats" told him to. Where are they now? He deserves every slap that he gets for this.

If he was a real man with integrity and decency, he would have told Mr. Dunlap there were issues that should be looked into instead of throwing him under the bus just to spite Art Ward.

..."Anonymous democratic committee members" attempt to "get even" by going behind Mr. Ward's back to report a mistake in his treasurer's paperwork (instead of notifying Mr. Dunlap so the mistake could be rectified)...and you're questioning Mr. Ward's ethics???

$1500 is a big fine. Dunlap must have really given no respect to the procedures and to the rules of the Election Enforcement Commission.

As far as Mocabee goes, why is he the issue? He is the Town Chairman of the opposition party. Would anyone expect him to do nothing? Ward's people just this past election filed a frivilous FOI complaint. And now Ward's complaining?

As far as Mocabee waiting to file a complaint, I don't believe that. He very much wanted Johnson to win and this would have helped Johnson.

Mocabee is the issue because:

--He wanted to be the Town Chairman
--He waited til now to bring it up when he knew about it some time ago
--His failure to bring it up when it was topical could have cost his candidate the election
--His failure in not bringing it up was a disservice to the public which expects the opposition to be the opposition.

I don't get it! Law are laws and in this era of Campaign finance reform you need to be on top of you game. While I agree the fine is way over the top for a volunteer job, but in the end this is the law. As long as both sides are held to the same standard, then I do not see what the issue is with Art Mocabee. He did not break the law! Ward should have just said we made a mistake and accept responsibility for the error. How can you blame the enemy for your own short comings? Just doesn't make sense!

I don't believe Mocabee for one minute that a Democrat "told" him anything whether or not they even like Art Ward.
It looks to me like a old Mocabee plan to split the Democratic Party. I don't think it will work. Republicans nor Democrats don't like him enough to hold him in confidence for anything.

Artie brings claims against his primary and election opponents and doesn't get caught w/ the false allegations until after the elections are over ....

Artie is co/mayor when the improper/illegal business park payments are made and it is kept quiet until well after rosey has his position secured ....

jUST REMEMBER AT THE TIME OF ELECTIONS THE DEMOCRATS WERE DIVIDED WARDS GROUP AND ELLENS GROUP I WOULD SAY IT WAS MORE ELLENS GROUP THAT BLEW THE WHISTLE. MR. DEAN KILBOURN IS THE DTC CHAIRMAN AND AN ATTORNEY WHAT DOES HE EVER DO FOR HIS PARTY. I DO NOT KNOW HIM, BUT I HEAR IS A WIMP HOPE SOMEONE ELSE RUNS AGAINST HIM FOR THE DTC CHAIR.
