What the heck are these guys doing?

City Councilor Craig Minor is the one on his backside on the pavement. Councilor Kevin McCauley is seemingly dragging Minor's right foot.
What is this happy-go-lucky pair doing?

    Who cares? Who took this picture and why is it being circulated by a Press reporter? Is this an in-kind contribution for two Democrat council candidates?
